It's called a hipshot and it should drop your e string to a d. Weemann has one on his bass, I'm sure he can help.

I used to have one on a stingray i had a few years ago. OK, now the picture below wont be exactly the same as yours, but they all work on the same principle. The screw thing on the left basically tunes the (de-tuned) string when the lever at the bottom is flicked. The one below is in closed position, i.e. the low string would be tuned to E when the hipshot looks like this. If you look at the photo you can kinda see how it works..when you flick the lever the entire plate holding the tuning peg rotates, loosening the string, and is stopped by the screw thingy.. You need to tune the string as usual WITH THE LEVER IN CLOSED position to E, then flick the switch and tune the string to D, then flick it again and tune it to D... To be honest it took me a while to nail this myself!

Hiya, the Hipshot is a great little gizmo and should be fairly easy to get set up. I once saw a clinic with Billy Sheehan and he had also fitted one to his G string to get some great alternate tunings.
Whereabouts are you based? If you're local I could have a look at it for you and see what I can do.
Don't forget, you don't have to tune it to D - if your string gauge is right you can take it down as far as C or Cb, but the string starts to flap a bit by then!
I wouldn't be without mine now, I've got one on both my Fenders and use them all the time.
